發生車禍該如何處理

我哥在7/8晚間18時15分在楠梓區高楠公路1742巷口與一部三菱自小客發生擦撞,因我哥是直行車而對方是轉彎車,照理說轉彎車應禮讓直行車,但我們到場時對方說他已經要轉進巷口了,而我哥向對方說他恍神,且現場無監視畫面,而我們目前已負擔對方修車費用共5500元目前只付了2000元,請問該如何處理(當時對方有報警處理,交通隊也有來現場測量)
