嚴明今（8）日正式接任國防部長，行政院長江宜樺表示，嚴明過去治軍甚為嚴厲，現在臨危受命擔任轉型期間的重責大任，期待嚴明能夠勤走基層，瞭解軍中實務狀況，並以過去豐富經驗，帶領國軍進行轉型。
國軍日前發生「陸軍下士洪仲丘」不幸死亡案件，引發國人要求對軍中管教、禁閉、申訴，以及軍事審判制度等軍中人權議題全面檢討。
江宜樺今在行政院會聽取國防部「國軍人權改革保障作為」報告後表示，該事件雖讓國軍形象遭受嚴重打擊，但事實上絕大部分的國軍弟兄都堅守崗位護衛國家，所以在進行相關改革的同時，請國防部務必要採取適當作為提振全體軍心士氣，維持國軍榮譽與信心。
他指出，立法院已於8月6日三讀通過修正「軍事審判法」部分條文，將承平時期軍人犯罪的審判權，分二階段全面移交司法機關處理，其中涉及陸海空軍刑法第44條至第46條凌虐部屬等罪，以及第76條第1項各罪的審判權，將立即移交司法機關，請國防部全力配合，並協同法務部、司法院做好移交準備，相關配套措施務必在5個月內完成，以避免移交過程產生其他後遺症。
江宜樺說，除了責成政務委員羅瑩雪成立跨部會專案小組全盤檢討督導，並8月3日公開宣示成立「軍事冤案申訴委員會」，同時要求國防部立即檢討軍中管教等相關制度。 (接下一頁)
