巴西各州和城市在歷經多年的揮霍後，如今都想盡辦法在增稅與削減支出，也將軟弱無力的國家經濟逼到衰退邊緣。

巴西不斷膨脹的預算赤字已升到十多年來的顛峰，許多州被迫暫停付款給供應商，並凍結道路維護、健診等數十億里爾的基礎建設和勞務計畫。
