立法院第八屆第四會期今（17）日開議，並舉行國是論壇，由立法院長王金平親自主持，在18名發言的立委中，國民黨僅孔文吉1人發言，其餘全由在野黨立委包辦，在野立委在發言中痛批行政院長江宜樺違法亂紀，對立法院指三道四，更痛批江宜樺應該下台，江揆則在自己座位上不斷低頭書寫，完全沒有互動。
立法院第8屆第4會期上午開議，立法院長王金平在上午8點10分左右就進入議場，行政院長江宜樺則在9左右抵達立院，不過兩人並沒有互動。
針對外界質疑馬英九總統是因為不滿服貿協議審理在立法院受阻，因此決定藉司法關說案對立法院長王金平開鍘，陸委會主委王郁琦則說，服貿協議已經送進立法院，陸委會會與立委們充分配合，並尊重國會審查程序，「應該沒關係」。
由於媒體報導指稱江揆曾說行政部門已經做好立法院沒有王金平的準備，導致行政院與立法院間產生嫌隙，文化部長龍應台上午說，「政治愈混亂，我們愈需要安心工作的官員」。
至於內政部長李鴻源被問到是否覺得今天氣氛不同以往時？李鴻源說，「不會」，媒體再追問，是否擔心將來行政、立法互動不佳？他說，「我想，會有智慧解決」。
國防部長嚴明被詢問國防部副部長人選問題時，則說「謝謝，謝謝各位的關心」。
