1. 建商原則上每蓋一坪的成本遠低於售價
2. 在相同的土地裡,能蓋多少"室內面積"大約是固定的
3. 為了在相同土地裡賺更多錢, 所以建商會設法蓋更多"不必算在室內面積"的面積, 例如陽台不必列入建蔽率計算卻可以拿來賣錢,蓋一坪的陽台比蓋一坪的室內便宜更多,對吧。其他例如花台,露台都能賣錢, 屋頂的樓電梯間, 水塔都能賣錢, 這些無法供個人專屬使用的就平均分攤; 所以只要多蓋的能賣錢, 建商一定會設法蓋到滿, 日後若政府規定這些要由建商吸收,不能賣錢,就會變好了(但這應該不太可能發生)

若要低公設,買透天是一個方法(連棟,雙併,獨棟都可以), 不過在都市裡蓋透天比較不經濟(相同土地能住的人口數變少),因此只能在郊外比較容易買到透天,或者說便宜的透天
