巴西各地從13日晚至17日開始一連5天的嘉年華會，毒販也趁機在聖保羅街頭開派對，明目張膽向狂歡民眾兜售毒品，群毆更層出不窮，驚擾居民。

當地媒體報導，聖保羅街頭派對盛行的VilaMadalena區，毒販猖獗，他們分批幾人組成小火車隊形，在狂歡民眾間穿梭叫賣「大麻、白粉（古柯鹼）、煙（迷煙）和甜點（安非他命）。」

除了酒精類飲料，狂歡民眾最常使用的是大麻，以及毒販用啤酒罐偽裝的迷煙，一人份量的毒品價格從10元至50元巴西幣不等（約4至18美元）。

49歲的英國籍設計師葛林（Tom Green）表示，嘉年華會期間他根本出不了家門，因為聚集在他家和商店前的狂歡民眾常失控，頻頻暴力鬥毆。

葛林曾目睹狂歡民眾朝他家的窗戶丟酒瓶、木頭和其他硬物，甚至高聲叫喊嚇阻居民下樓。他抱怨，「每天都是鬥毆聲和吵鬧聲，警察也袖手旁觀，居民有苦難言」。
