高雄市市政會議通過自治條例草案，要求石化管線所屬的公司，總公司必須要遷到高雄，否則禁止續用管線，引發違憲爭議。行政院長毛治國今天在受訪時表示，公共安全的確保，這種工安問題，要用處理工安方式解決，用其他非工安的方式解決，有時會徒然造成困擾，引起法律甚至違反憲法精神的疑慮，如果是把公司總部跟工安確保連結在一起，並不適當。

毛揆並說，如果關切的是稅收問題，可以在中央統籌分配款機制上怎樣做調整，變得更合理。
